N-Cyclohexylbenzothiazole-2-sulfenamide From China; Institution of Antidumping and Countervailing Duty Investigations and Scheduling of Preliminary Phase Investigations

Origins: CN
📌 ETDETA brief — importer impact summary (educational)

Brief takeaway: New antidumping and countervailing duty investigations have begun on a rubber-chemical accelerator (CBS) from China, which could lead to future duties on these imports.

What changed: According to the notice, the International Trade Commission has instituted preliminary phase AD/CVD investigations (Nos. 701-TA-797 and 731-TA-1793) to determine whether a U.S. industry is materially injured or threatened by imports of CBS from China alleged to be sold at less than fair value and subsidized by the Government of China. The notice states the Commission must reach a preliminary determination by June 22, 2026, with its views transmitted to Commerce by June 29, 2026.

Who's affected: The notice names N-Cyclohexylbenzothiazole-2-sulfenamide ("CBS"), a rubber processing chemical, with China cited as the country of origin. The notice cites HTS subheadings 2934.20.80, 3812.10.10, and 3812.10.50 as where the product is provided for.

What to review:
- Review whether your imported products may fall within the HTS subheadings cited in the notice.
- Confirm with your customs broker whether goods you source may be within the scope of these China CBS investigations.
- Check the timeline for the preliminary determination and any subsequent Commerce actions that may affect duty exposure.
- Review your sourcing and contracts for potential cost impacts if AD/CVD duties are later imposed.
