Tris (Hydroxymethyl) Aminomethane and Tris (Hydroxymethyl) Aminomethane Hydrochloride (“Tris and Tris HCI”) From China; Institution of Antidumping and Countervailing Duty Investigations and Scheduling of Preliminary Phase Investigations

Origins: CN
📌 ETDETA brief — importer impact summary (educational)

Brief takeaway: The ITC has begun preliminary antidumping and countervailing duty investigations into Tris and Tris HCl from China, which could eventually lead to added duties on these imports.

What changed: According to the notice, the Commission instituted preliminary phase AD/CVD investigations (Nos. 701-TA-793 and 731-TA-1789) to determine whether a U.S. industry is materially injured or threatened by imports of Tris and Tris HCl from China alleged to be sold at less than fair value and subsidized by the Government of China. The notice states the Commission must reach a preliminary determination by June 5, 2026, with views transmitted to Commerce by June 12, 2026.

Who's affected: The notice names Tris(hydroxymethyl)aminomethane and Tris(hydroxymethyl)aminomethane hydrochloride ("Tris and Tris HCl"), cites HTS subheading 2922.19.96, and identifies China as the country of origin.

What to review:
- Review whether products you import fall under the described Tris and Tris HCl or the cited subheading 2922.19.96.
- Confirm the country of origin of your goods with your customs broker, since the notice targets China.
- Check the noted preliminary timeline dates and monitor for any subsequent Commerce or ITC determinations.
- Confirm with your broker how a potential AD/CVD case may affect duty exposure or entry reporting.
