📌 ETDETA brief — importer impact summary (educational)

Brief takeaway: If you take part in CBP's Periodic Monthly Statement (PMS) Test, supplemental duty bills tied to those entries generally must be paid electronically, or you may risk losing monthly statement privileges.

What changed: According to the notice, this is a reminder that PMS Test participants must pay supplemental duty bills (SDBs) electronically when the SDB resulted from an entry originally paid on a monthly statement via the PMS Test. The notice states this requirement became operational as of December 15, 2025, and that as of March 1, 2026, mailed SDBs include the specific instructions to pay via the Pay.gov Bill Payment Form.

Who's affected: The notice names participants in CBP's PMS Test who receive supplemental duty bills arising from entries originally paid on a PMS. No specific product types, HTS chapters, or countries of origin are cited.

What to review:
- Confirm whether your entries are being paid through the PMS Test and whether any resulting SDBs fall under this electronic payment requirement.
- Review whether your SDB payments are being submitted via ACH Debit (Pay.gov Bill Payment Form) or ACH Credit as described in the notice.
- Check the Pay.gov instructions referenced in the notice, and contact [email protected] before initiating an ACH Credit payment.
- Confirm with your broker how non-electronic payment could affect PMS monthly statement privileges.
