Choline Salts From China; Institution of Antidumping and Countervailing Duty Investigations and Scheduling of Preliminary Phase Investigations

Origins: CN
📌 ETDETA brief — importer impact summary (educational)

Brief takeaway: The ITC has opened preliminary antidumping and countervailing duty investigations into certain choline salts from China, which could eventually lead to added duties on those imports.

What changed: According to the notice, the Commission instituted preliminary phase AD/CVD investigations (Nos. 701-TA-798 and 731-TA-1794) to determine whether there is a reasonable indication that a U.S. industry is materially injured or threatened by imports of certain choline salts from China alleged to be sold at less than fair value and subsidized by the Chinese government. The notice states the Commission must reach a preliminary determination by August 10, 2026, and transmit its views to Commerce by August 17, 2026.

Who's affected: The notice names certain choline salts from China, provided for in HTS subheading 2923.10.00, with the country of origin cited as China (CN).

What to review:
- Review whether your imported products fall within the choline salts described and HTS subheading 2923.10.00 cited in the notice.
- Confirm the country of origin of your goods with your broker, since the notice targets products from China.
- Check the preliminary determination timeline (by August 10, 2026) and monitor for any subsequent Commerce and ITC actions.
- Confirm with your licensed customs broker whether potential future AD/CVD duties may affect your entries and sourcing plans.
