📌 ETDETA brief — importer impact summary (educational)

Brief takeaway: U.S. authorities have opened preliminary antidumping and countervailing duty investigations into large diameter graphite electrodes from China and India, which could eventually lead to added duties.

What changed: According to the notice, the International Trade Commission has instituted preliminary phase AD/CVD investigations (Nos. 701-TA-787-788 and 731-TA-1775-1776) to determine whether a U.S. industry is materially injured by imports of these electrodes alleged to be sold at less than fair value and subsidized by the Chinese and Indian governments. The notice states the Commission must reach a preliminary determination by April 10, 2026, and transmit its views to Commerce by April 17, 2026.

Who's affected: The notice names large diameter graphite electrodes provided for in statistical reporting number 8545.11.0020 of the HTSUS, and cites China and India as countries of origin.

What to review:
- Review whether your imported goods may fall within the cited HTS number 8545.11.0020 and the product description for large diameter graphite electrodes.
- Confirm with your broker whether products sourced from China or India may be within the scope of these investigations.
- Check the investigation timeline and monitor for any preliminary or final determinations that could affect future duty exposure.
- Confirm with trade counsel whether participation in the proceedings may be relevant to your business.
