Origins: RU
📌 ETDETA brief — importer impact summary (educational)

Brief takeaway: The ITC is moving into the final phase of antidumping and countervailing duty investigations on unwrought palladium from Russia, which could lead to future duties on those imports.

What changed: According to the notice, the Commission has scheduled the final phase of AD/CVD investigation Nos. 701-TA-776 and 731-TA-1761 (Final) to determine whether a U.S. industry is materially injured or threatened by imports of unwrought palladium from Russia. The notice states Commerce preliminarily determined these imports are being sold at less-than-fair-value, and that Commerce's preliminary subsidy (countervailing) determination is still pending.

Who's affected: The notice names unwrought palladium from Russia, provided for in HTS subheading 7110.21.00 (HTS Chapter 71). The cited country of origin is Russia.

What to review:
- Review whether your imported products fall under HTS subheading 7110.21.00 or otherwise involve unwrought palladium.
- Confirm the country of origin of your palladium inputs with your supplier and broker, given the focus on Russia.
- Check the status and outcome of these investigations, since final AD/CVD determinations may result in future duties.
- Confirm with your licensed customs broker how any resulting duties, effective dates, or reporting requirements may relate to your specific entries.
