Origins: BR
📌 ETDETA brief — importer impact summary (educational)

Brief takeaway: The ITC is moving into the final phase of antidumping and countervailing duty investigations on high purity dissolving pulp from Brazil and Norway, which could lead to new duties if injury is found.

What changed: According to the notice, the Commission has scheduled the final phase of investigations Nos. 701-TA-777 and 731-TA-1762-1763 (Final) to determine whether a U.S. industry is materially injured or threatened by imports of high purity dissolving pulp from Brazil and Norway. The notice states that Commerce preliminarily determined the Brazilian product to be subsidized by the government of Brazil and sold at less-than-fair-value.

Who's affected: The notice names high purity dissolving pulp ("HPDP") from Brazil and Norway, provided for under HTS subheading 4702.00.00. The notice cites Brazil and Norway as the countries of origin under investigation.

What to review:
- Review whether your imported products fall within the HPDP description or HTS subheading 4702.00.00 cited in the notice.
- Confirm the country of origin of your pulp imports with your broker, particularly for goods sourced from Brazil or Norway.
- Check the ITC and Commerce dockets for the applicable investigation numbers and any preliminary or final duty rates as they are announced.
- Confirm with your customs broker how a potential affirmative determination could affect entries and cash deposit requirements.
