Polyethylene Terephthalate (PET) Sheet From South Korea; Termination of Five-Year Review

Origins: KR
📌 ETDETA brief — importer impact summary (educational)

Brief takeaway: The ITC's five-year review of the antidumping duty order on PET sheet from South Korea has been terminated because Commerce revoked the underlying order.

What changed: According to the notice, the Commission instituted a five-year (sunset) review on August 1, 2025 to consider whether revoking the antidumping duty order on PET sheet from South Korea would likely lead to continuation or recurrence of injury. The notice states that on January 12, 2026, Commerce published notice that it was revoking the order effective January 12, 2026, because no domestic interested party filed a timely notice of intent to participate, and the review is therefore terminated. The notice also states that Commerce tolled administrative deadlines by 47 days and then an additional 21 days due to the government shutdown and an ACCESS filing backlog.

Who's affected: The notice names Polyethylene Terephthalate (PET) Sheet and cites South Korea (KR) as the country of origin. Specific HTS codes are not stated in the notice.

What to review:
- Review whether your imported product matches the PET sheet from South Korea described in this order.
- Confirm with your customs broker the revocation effective date and how it may apply to your entries.
- Check whether antidumping duty deposits were previously being collected on these goods and how that status may change.
- Confirm the correct HTS classification and origin of your goods with your broker, since codes are not specified here.

Official notice

The Commission instituted the subject five-year review on August 1, 2025 to determine whether revocation of the antidumping duty order on Polyethylene Terephthalate (PET) Sheet from South Korea would be likely to lead to continuation or recurrence of material injury. Due to the lapse in appropriations and Federal Government shutdown, on November 14, 2025, the Department of Commerce ("Commerce") tolled all deadlines in administrative proceedings by 47 days. Additionally, due to a backlog of documents that were electronically filed via Enforcement and Compliance's Antidumping and Countervailing Duty Centralized Electronic Service System (ACCESS) during the Federal Government shutdown, on November 24, 2025, Commerce tolled all deadlines in administrative proceedings by an additional 21 days. On January 12, 2026, Commerce published notice in the Federal Register that it was revoking the order effective January 12, 2026, because no domestic interested party filed a timely notice of intent to participate. Accordingly, the subject review is terminated.
