Certain Semiconductor Devices, Computing Products Containing the Same, and Components Thereof; Notice of Institution

📌 ETDETA brief — importer impact summary (educational)

Brief takeaway: The ITC has been asked to investigate whether certain imported semiconductor devices and computing products infringe patents, which could eventually lead to exclusion or cease-and-desist orders affecting such imports.

What changed: According to the notice, a complaint was filed on November 17, 2025 (and supplemented in late November and early December 2025) by Adeia, Inc. and related entities under section 337 of the Tariff Act of 1930. The notice states the complaint alleges infringement of certain claims of U.S. Patent Nos. 11,978,681; 12,199,069; 12,322,650; and 12,381,173, and that the complainants request a limited exclusion order and cease-and-desist orders.

Who's affected: The notice names certain semiconductor devices, computing products containing them, and components thereof. Specific HTS codes and countries of origin are not specified in the notice; this is a patent-based section 337 matter rather than an origin-based measure.

What to review:
- Review whether your imported semiconductor devices, computing products, or components may fall within the categories described in the notice.
- Confirm with your customs broker or trade counsel whether any of the four named patents may be relevant to your products.
- Check for future ITC actions, such as institution of an investigation or any exclusion or cease-and-desist orders.
- Confirm your product's technical specifications and supply-chain documentation in case the investigation proceeds.
