CSMS #69066837 · DEPLOYED – Consolidated Administration and Processing of Entries (CAPE) for IEEPA Refunds - Entries Flagged for Reconciliation

📌 ETDETA brief — importer impact summary (educational)

Brief takeaway: CBP has expanded its CAPE tool in the ACE Portal so that certain entries flagged for reconciliation can now be included in CAPE declarations for IEEPA refunds.

What changed: According to the notice, CBP completed deployment of enhancements to the Consolidated Administration and Processing of Entries (CAPE) application in the ACE Secure Data Portal. The notice states importers and authorized brokers can now include entries flagged for reconciliation (entry types 01, 02, 06) for which the reconciliation entry (type 09) has not yet been filed. The notice adds that, consistent with CAPE Phase 1, these entries are limited to unliquidated entries and entries liquidated within 80 days of the CAPE declaration filing date.

Who's affected: The notice names importers and authorized customs brokers filing IEEPA refund declarations through CAPE, and references entry types 01, 02, 06, and 09. Specific products, HTS chapters, or countries of origin are not specified in this notice.

What to review:
- Review whether any of your entries flagged for reconciliation may fall within the entry types (01, 02, 06) described in the notice.
- Confirm with your broker whether the unliquidated or 80-day liquidation window may apply to your entries.
- Check the referenced prior CSMS messages (68340863, 69035485) for Phase 1 filing and processing requirements the notice says remain in effect.
- Confirm CAPE filing steps with your CBP client representative or the ACE Help Desk if errors arise.

This is general information, not legal advice and not a compliance determination — confirm specifics with a licensed customs broker or trade counsel.
