CSMS #69127837 · UPDATE – Consolidated Administration and Processing of Entries (CAPE) for IEEPA Refunds – Warehouse Entries

📌 ETDETA brief — importer impact summary (educational)

Brief takeaway: According to this CBP notice, the CAPE tool for IEEPA duty refunds will stop accepting warehouse entries as of July 7, 2026, while warehouse withdrawals remain eligible for CAPE processing.

What changed: The notice states that CBP launched CAPE on April 20, 2026 to process IEEPA duty refunds, and that effective July 7, 2026, warehouse entries (Entry Types 21 and 22) will no longer be accepted on a CAPE Declaration and will be rejected with the ENTRY TYPE NOT ALLOWED error. The notice states that warehouse withdrawals (Entry Types 31, 32, 34, 38) will continue to be accepted on CAPE Declarations because IEEPA duties were paid on the withdrawals, and that approved refunds on those withdrawals will be processed upon (re)liquidation of the associated warehouse entry.

Who's affected: The notice names filers using CAPE Declarations for IEEPA refunds, specifically those involving warehouse entry types 21 and 22 and warehouse withdrawal types 31, 32, 34, and 38. No specific product categories, HTS chapters, or countries of origin are specified.

What to review:
- Review whether any of your warehouse entries or withdrawals are submitted through CAPE Declarations.
- Confirm with your broker how the July 7, 2026 change to Entry Types 21 and 22 may affect your filings.
- Check whether IEEPA refunds tied to warehouse withdrawals may depend on the (re)liquidation of the associated warehouse entry.

This is general information, not legal advice and not a compliance determination — confirm specifics with a licensed customs broker or trade counsel.
